Said he was from the "Energy Act of Florida" and Florida was considered a "monopoly state" regarding Utilities. He wanted to send someone to inspect my a/c and water heater for energy usage and then would give me a discount on my utility bill. He kept giving me different times and when I questioned that we were disconnected.
