I want to agree with others that the calls started the next business day after signing up for financing through Synchrony bank at Milan Laser. I haven't answered this number though bc it comes up on caller ID as telemarketer.

I'm commenting because I saw another comment mention that they also got these calls after starting with Milan laser hair removal. They signed me up with Allegro credit, so it could be related to that company too. I get a call every day ~9am and no one speaks when I answer. The idea of a broken automated call sounds plausible.
