What is this scam? How do I determine if this is a scam?

These robocalls begin by introducing “Rachel from cardholder services” who explains that you’re eligible to reduce your credit card interest rate. The caller asks you to confirm or give up some personal information, such as your credit card number, credit card security code, social security number, or mother's maiden name. After the call ends, the caller uses the information you gave to make charges on your account or to create a new account in your name.

Caller Name: Masqueraded as BofA

Was Masquerading as Bank of America. Called FTC and Trans Union to activate Fraud Alert (800) 916 8800 to stop fraudulent activity using my name.

Caller Name: Was returning call to this 800 number 340-3922

Robo System masquerades as if it was Bank of America answering the call, asks for lat 4 digits of account number, then full account number and when it still does not have sufficient information for SSN. I did not give SSN, but called BofA and reported fraudulent activity under their name. It looks like the scammers are getting desperate and resort to open fraud.
