The first call in English was bad enough, then they send out another one in Spanish that even those who know Spanish can't understand. Then they send TWO MORE after that. According to the article, these are the names of those responsible: https://oem.traviscountytx.gov/pages/aboutus They should have a way to opt out of these, but they don't even include a hint about who is calling in the actual spam calls they make.
