This number has been persistent so I finally picked up the phone and it was a "debt collector" for Spectrum cable. Mentioned it was a "pre-collection" service and that my account was no longer active with Spectrum. What was strange was as I was on the phone, I logged in to my account and noticed there was an open balance, and paid it there. They said that "anything I do after the call, I am on my own" and hung up me.
