They use the VoIP reseller called ONVOY LLC for the 643-4000 and 643-9000 blocks of fake numbers. The legit Telco for 703-643 is/was Vz South (fka: Contel/GTE). Experience has shown that most/all of these bad actors use this VoIP carrier to cheaply operate and avoid enforcement by FCC and FTC.

We have gotten silent robocalls from this spoofed caller-ID number for well over a year. They call daily if not hourly. Our wireless carrier only lets us block them for 90-days, then calls resume! The landline exchange they spoof has not assigned these 703-643 Lorton-Metro numbers for decades, I worked in Telecom and those numbers were retired. Clearly using a VoIP carrier to spoof a non-existent landline number. This is a very aggressive boiler room operation. Beware!
