Some clown calls a government phone asks me PII and then hangs up when asked where they calling from, what is their business address and what is the full name of the agent.

These guys are absolutely idiotic. They have no physically verifiable address and most likely use a digital phone service to mask themselves. I think the FCC and FTC aught to have a look. These people are 100% US based or at least some of their "agents" are. Should you receive a call from them, do not give them your PII and report them to the FCC or the FTC who have convenient fraud reporting pages.
