What is this scam? How do I determine if this is a scam?

Home improvement robocalls may involve loans for home improvement. Home improvement robocalls offer up a juicy discount for expensive home repairs. In most cases, the scammer just needs a small down payment to get started on your project. Once you pony up the money, they disappear. Be wary of home improvement robocall scams. These scammers often use pushy tactics. They won't let you call them back. They often demand an immediate deposit -- or they want that deposit in gift cards or another non-standard payment method. Scam home improvement offers often sound too good to be true -- and they always are.

This same recording has come from another phone number (504-517-9540) promising the lowest monthly cost $39 for over 130 channels ( an incredible number), and free equipment and 33 premium cable stations guaranteed for 2 years. No recall number or company name, just: "Press 1 for an operator, or Press 2 to be removed from …"
