Spoofing a local number?

Claims to be a "Credit Bureau" on the caller ID, but the landline is connected with a Brandi C Moore who resides single family home in a trailer park. Voicemail states they were calling with an "important message from the Retail Merchants Association" and to return the call to a Ms Leoni at this number.
