Claims to be Xfinity. Has access to Xfinity account info and will send emails and texts from real Xfinity address and number. I contacted Xfinity corporate security, and they confirmed this is not their number. It looks like an employee or someone with access to their system is phishing for IMEI, SSN, payment details, etc.
